In large skillet, brown meat, onions and peppers; drain. Return to pan. Add tomatoes, sauce and chili powder. Simmer 15 minutes, stirring often. Put 1/2 cup meat mixture in the bottom of a 9x13-inch baking dish; top with 2 tortillas placed side by side. Spread with 1/2 cup meat and top with 2/3 cup cheese; repeat layers ending with meat and cheese. Bake at 350°F 30 minutes. Cut each stack into 4 wedges. May be served with sour cream and/or guacamole.
